In a significant step toward decarbonizing Nigeria’s urban transport system, the Lagos Metropolitan Area Transport Authority (LAMATA), in collaboration with the Federal Ministry of Transport, the University of Leeds (UK), and key advocacy groups including the African Health Budget Network and NANA Women and Girls, has initiated the development of a National Implementation Plan for clean energy buses.

Working under the framework of the Climate and Clean Air Coalition (CCAC), the multi-stakeholder coalition has successfully co-developed two critical pillars for the nation’s transport sector: a National Policy on Soot-Free Buses and a comprehensive National Strategy and Implementation Plan for Compressed Natural Gas (CNG) and electric bus deployment.

    

The sessions brought together policymakers, practitioners, and technical experts to collaboratively design practical and scalable solutions for Nigeria’s transport future.
In addition to policy development, the programme delivered robust technical capacity building, including hands-on training in air quality fundamentals, emissions monitoring techniques, modelling approaches, and evaluation frameworks for public transport systems.

This initiative represents more than a workshop—it served as a co-creation platform fostering knowledge exchange, innovation, and alignment among key stakeholders committed to sustainable urban mobility.

LAMATA acknowledges the valuable contributions of its technical partners from the Institute for Transport Studies, University of Leeds, and appreciates the expertise and facilitation provided throughout the programme. The active participation and insights from all stakeholders were instrumental in shaping the outcomes.
The Authority and its partners remain committed to translating these outcomes into tangible, measurable impact across Nigeria’s transport ecosystem, advancing cleaner air, improved public health, and a more sustainable future.
