The Lagos Metropolitan Area Transport Authority (LAMATA), in collaboration with the Ministry of Finance Incorporated (MOFI), has taken another significant step towards the delivery of the Lagos Rail Mass Transit (LRMT) Green Line by hosting a high-level stakeholder engagement with representatives of the African Development Bank (AfDB) and key corridor stakeholders.
The meeting, held on Friday at the Lagos Oriental Hotel, Victoria Island, formed part of the AfDB’s appraisal mission to evaluate project readiness and compliance with the Bank’s environmental, social and institutional requirements ahead of the proposed financing of the transformative rail project.
The engagement focused on the entire Green Line project, with particular attention on Phase 1A, which will run from the Lekki First Toll Gate to Sangotedo, a strategic corridor expected to significantly improve mobility and support economic growth along the rapidly developing Lekki-Epe axis.
Participants received detailed presentations on the project’s alignment, implementation strategy, land acquisition process, compensation framework and traffic management plans aimed at minimising disruptions during construction. The interactive session also provided an opportunity for community leaders and other stakeholders to seek clarifications and make valuable contributions to the project.
Speaking during the engagement, LAMATA reaffirmed its commitment to implementing the Green Line in line with international best practices, ensuring strict adherence to environmental and social safeguard standards while maintaining transparent and continuous engagement with affected communities and businesses.
The stakeholder forum attracted senior government officials, development partners and private sector stakeholders, including the Commissioner for Transportation, Mr. Oluwaseun Osiyemi; the Permanent Secretary, Lagos State Ministry of Transportation, Mr. Olawale Musa; and the Managing Director of LAMATA, Engr. Mrs. Abimbola Akinajo, who led the Authority’s executive management team
.
The African Development Bank delegation was led by its Task Leader, Engr. Mrs. Sheila Akyea, while the MOFI delegation was headed by the Executive Director, Investment Management, Ms. Kemi Owonubi Babalogbon, accompanied by Mr. Charles Ojo.
Also in attendance were traditional rulers and Baales from communities along the project corridor, representatives of the Lekki Estates Residents and Stakeholders Association (LERSA) led by its Chairman, Mr. Sulaimon Kolawole Bello, as well as officials from the Lagos State Traffic Management Authority (LASTMA), the Nigeria Police Force, the Federal Road Safety Corps (FRSC), and the Lagos State Ministry of Transportation.

Representatives of The Infrastructure Bank (TIB), Circle Mall, Lekki Worldwide Investments Limited, Diya Fatimilehin & Co., KPMG, AEC, Nexant and Quest Merchant Bank, among other key stakeholders, also participated in the engagement.
The LRMT Green Line is a flagship component of the Lagos Strategic Transport Master Plan and is expected to enhance connectivity between Lagos Island and the rapidly expanding Lekki corridor, improve travel times, stimulate economic activities and provide a sustainable, high-capacity public transport system for millions of residents.
The successful stakeholder engagement marks another important milestone in the project’s development, reinforcing the commitment of the Lagos State Government, LAMATA, MOFI and development partners to delivering world-class rail infrastructure that will keep Lagos moving.
