THE PROJECT

LAMATA is to be the facilitator and executor of the Lagos Urban Transport Project (LUTP), a project designed to improve and sustain an efficient public transportation system that supports poverty reduction, provides economic opportunities and promotes viable communities.

Components of LUTP

LUTP is made up of five major components which roughly correspond to the six-point transportation strategy of the government:

Institutional Strengthening and Capacity Building:

  • Strengthening of traffic management units in the 50 Local Government Areas within the lagos metropolitan Area

  • Strengthening the capacity of existing transport sector agencies

Urban Road Network Efficiency Improvement

  • Maximisation of the existing road space

  • Reduction in vehicle operating costs.

  • Promotion of road safety.

  • Introduction of Traffic Systems Measures

  • Improvement of main road network and drainage system

Bus Services Enhancement

  • Establishment of an effective bus regulator framework.

  • Establishment of bus pilot scheme.

  • Encouragement of bus re-fleeting by the private sector

  • Implementation of Bus Rapid Transit (BRT) system

Water & Non Motorised Transport Promotion

  • Privatisation of existing state owned ferries

  • Encouragement of non-motorised transport e.g. provision of facilities for bicycles and pedestrians.

  • Encouragement of private sector participation

  • Rehabilitation and judicious addition to existing terminal facilities.

Rail mass Rapid Transit

  • The development of rapid rail mass transit along the East-West Corridor (Orile-Iganmu to Agbara) and North-South Corridor (Algbado to Lekki)
